Soon Ae is an international technology, media and telecoms lawyer based in Singapore. Her practice includes intellectual property, data protection, cybersecurity and outsourcing matters. Soon Ae has a unique background in that she has (before joining CMS) practised in a leading local Singapore practice, and was an in-house counsel in a global bank in the global technology legal team. She has experience advising on the full procurement lifecycle from tenders to settlement of disputes, from local to global transactions and policies. She has been commended by her clients and stakeholders for her commercial and practical advice, and for being an approachable and trusted advisor. Soon Ae is dual-qualified in Singapore and England and Wales. 

In addition to her work as a lawyer, she serves as a mediator for the Singapore Mediation Centre and Consumer Association of Singapore. Soon Ae is passionate about pro bono work, and has received the inaugural Pro Bono Mentor Award from the National University of Singapore in 2018 for her work with law students in providing data protection compliance advice and processes to numerous charities and welfare organisations in Singapore.

  • A global master services agreement with an annual global spend of US$30 million for a major global bank with Refinitiv Limited for market data, transactions, software and professional services. 
  • A major global bank’s staff augmentation panel transformation project, covering master and country agreements with more than 10 global IT vendors. 
  • A major global bank’s global payroll outsourcing remediation project for more than 30 countries, including putting in place 2 major multi-country contracts to cover APAC, Middle East and African regions, and providing gap analysis and tiered risk-based advice, templates and negotiation guidance for the remaining countries.
  • A major global bank’s HR digital transformation project across more than 2 years, including global SaaS contracts covering talent acquisition and interviewing tools, gamified and behaviour-based recruitment tools, secure survey tool, an internal HR query platform, an employee benefits platform, and so on, with well-established and start-up vendors across UK, Europe, US and Asia.
  • A major global bank’s IT digital transformation project across more than 3 years, including SaaS, software, professional and managed service offerings for Hadoop and big data management, security and software management platforms, business continuity tools, software and AI tools for compliance and conduct monitoring, anti-bribery and threat detection services, and hardware purchase and maintenance for data centre migration and network upgrades.
  • Various contract templates covering a suite of technology products and services, internal legal minimum requirements policies and processes based on contract type and specialist topics (e.g. outsourcing), negotiation guidances (e.g. for market data), and providing support on contract programming tool implementation. 

Media and Communications

  • Liberty Wireless in an MVNO venture in its collaboration agreement with M1, and drafting the full terms and conditions for launch as an MVNO named Circles.Life in Singapore.
  • A prominent regional content provider in provision of OTT services in the ASEAN region. 

Data Protection and Cybersecurity

  • A global telecommunications company in a year-long investigation by the Singapore Personal Data Protection Authority (PDPA) and advising on a comprehensive data protection regime, including re-drafting of all terms and conditions and advice on internal data flows and protection measures.
  • Various global and Asia-Pacific data protection compliance issues in implementation of regional projects, and advising on GDPR and other contract remediations, data management, notification and breach issues.
