Rae Ann is an Associate in the Infrastructure, Construction and Energy Disputes team at CMS Holborn Asia, the Formal Law Alliance with CMS Singapore and Singapore law practice, Holborn Law LLC.

She advises on a broad range of contentious and non-contentious matters, with a focus on construction disputes and advisory work.

Prior to joining CMS Holborn Asia, Rae Ann trained in an international arbitration team headed by Senior Counsel, and thereafter served out a scholarship bond with Singapore’s Housing & Development Board (HDB) as legal counsel, advising primarily on construction, commercial, and regulatory matters.

Rae Ann graduated from the National University of Singapore with a Bachelor of Laws (First Class Honours), and was called to the Singapore Bar in 2021.

Relevant experience

  • An infrastructure-focused business trust on SIAC arbitration proceedings arising out of the acquisition of a petroleum storage facility.*
  • An Indonesian individual in Singapore court proceedings involving disputes over the ownership of various assets held by companies incorporated in the British Virgin Islands.*
  • On a series of tenders for the leasing of rooftop spaces for the deployment of solar photovoltaic panels across government sites and HDB developments, which were launched under the SolarNova programme led jointly by HDB and the Economic Development Board.*
  • On various disputes arising out of building and supply projects adopting the Public Sector Standard Conditions of Contract, including advising on disruptions to 5 Built-to-Order projects arising from the collapse of the Greatearth group of companies.*
  • On various land reclamation matters, including the procurement of raw materials such as sand and clay, and disputes arising from excavation and infilling works.*
  • Singapore’s Housing & Development Board (HDB), in its capacity as agent for the Government of the Republic of Singapore, on the sale of various parcels of state land, including a land parcel within Bidadari Estate which was awarded to Kajima Development and Singapore Press Holdings for the development of The Woodleigh Mall and Residences.*
